SITE PLAN REVIEW COMMITTEE
May 7, 2008 - Minutes

A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at the Orleans Town Hall.  Departments Present: George Meservey (Planning); Bob Canning (Health); Robert Felt (Fire); Brian Harrison (Building); Jennifer Wood (Conservation).   
Absent:  Mark Budnick (Highway); Todd Bunzick (Water).


FORMAL REVIEW (Cont) :  Arey’s Pond Boat Yard, 74 Rayber Road

David Clark (Clark Engineering) explained the changes made to the Arey’s Pond Boat Yard Site Plans as a result of the previous meetings with the Site Plan Review Committee.  Clark noted that drainage calculations have been submitted to the town, changes have been made to the location of buildings and parking to satisfy zoning requirements, creation of a 10’ landscaped buffer along Rayber Road, delineating parking with wheel stops, and timed nighttime lighting on the building.  Clark indicated that the location and size of the proposed sign will be determined at a later date and will meet the town’s requirements.  Clark stated that the leaching has been moved outside the driveway and noted that extra test holes will be required.  Clark said that drainage will be contained on-site with the use of a paved apron and land sloping onto the property to avoid runoff onto the road.  

Comments:       

      Fire:    The septic must meet H20 code requirements.  Adequate access must be provided on the property at all times.  Combustible materials must be adequately secured.  Fire extinguishers must be provided in the buildings.    
   Health:      The storage building must be used for boat storage only, no work is allowed in that building.  A letter must be submitted regarding parking over the septic tank stating that its location is unavoidable.  
    Conservation:       No comments.    
Building:       The proposal meets most of the building and zoning requirements.  The applicant will have to submit an amended plan as noted in the motion.  
Planning:       All exterior lighting must conform to the Orleans Lighting bylaw (shielded and pointed downward) and manufacturer tear sheets must be provided for town review and must be shown on the plan.   25-year storm drainage must be contained on-site and drainage calculations must be prepared by a Professional Engineer and provided to the town and shown on the Formal Site Plan.


MOTION:  On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to approve the Formal Site Plan for Arey’s Pond Boat Yard at 74 Rayber Road with the following condition:  A revised plan must be submitted with the note regarding lights and signs deleted from the plan, the drywell change must be noted and the location of lighting must be shown on the plan.  

VOTE:  5-0-0     The motion passed unanimously.


INDUSTRIAL DISTRICT

The Site Plan Review Committee discussed a complaint about a lack of consistency by the town of dealing with violations by various businesses in the Industrial District.  The committee agreed research the complaint and discuss it at a future meeting.  


APPROVAL OF MINUTES:  April 16, 2008

MOTION:  On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to approve the minutes of April 16, 2008.  

VOTE:   5-0-0    The motion passed unanimously.
